NEW DELHI: Delhi often complain about the lack of well-kept and safe public spaces, blaming poor planning and unplanned growth in the city. The draft of the master plan for Delhi 2041 lays down a vision for the improvement of existing and the development of new public spaces at the city level by introducing concepts such as 24-hour city, night economy and public space cycles.
If things go according to MPD41, Delhi will have night life circles to encourage a night economy with improved safety, less congestion by staggering activities and using space for different activities. Roads with a high concentration of cultural heritage areas and the central business districts are prioritized for these routes, which are identified by the local authorities and the Tourism Department of the Delhi Government. These areas are granted extended hours for hotels, restaurants, socio-cultural activities and entertainment, and they have access to dedicated Delhi Metro and bus services.
In addition to an improved connection to local public transport, the citizens’ offices will also ensure sufficient lighting and security in these areas, while cooperation with artists, cultural groups, youth groups, market and seller associations and weekly markets will be strengthened in order to organize cultural festivals and themed night walks, so the MPD41 design, which promotes the concept of a “24-hour city”.
Delhi will also create city-level public spaces and circuits in the form of public waterfront promenades along the Yamuna River and other bodies of water, urban forests in wooded areas, transit hotspots such as airports and cultural hotspots such as Central Vista, India Gate Lawns, Hauz Khas Complex and the Lodhi Colony Art District. During the implementation period of the plan, the reclamation of sites such as quarries, landfills and ash dikes will be carried out to develop parks and natural habitats that will serve as interactive zones for the citizens of Delhi.
The draft plan also suggests the creation of city-level tours as networks of public space by creating green corridors, cultural and cultural circles and festival circles. The improvement of the infrastructure, public facilities are carried out in these corridors. Seven such potential tours were suggested in the plan and these include the Coronation Park-Shahjahanabad Circuit, the Red Fort Humayun Tomb, the Safdarjung Tomb-Mehrauli, Tughlaqabad-Jahanpanah-Mehrauli.
The policy paper also speaks of promoting public spaces at the local street level by reducing storylines and using street corners for commercial and social purposes. Three types of squares are promoted in the city as independent squares, corner squares, and squares in the middle of the street, by setting back property lines or building edges along a street. The document MPD41 states that the floor area ratio used for this purpose is compensated for in the rest of the property area. “The spaces are planned as part of all transit railway projects,” says the plan. The MPD41 draft also promotes private public spaces.
